September 13, 2011 Monthly Board Meeting
The regular meeting of the Rosendale Town Board was held on September 13, 2011 in the Rosendale Town Hall. The agenda for this meeting was posted at the Town Hall on the bulletin board, C & S Player’s LLC and on the town website: www.townofrosendalewi.com.
The meeting was called to order by Chairman Kamps at 7:30 p.m. The Pledge of Allegiance was recited. Supervisors Jeffrey Miller and Karen Krentz as well as Clerk/Treasurer Roxanne Tarnow were present. There were 20 electors, 1 landowner and 4 guests present (see attached list.) A motion was made by Supervisor Miller and seconded by Supervisor Krentz to approve the agenda. Motion carried (3 ayes). The minutes of the August 8, 2011 meeting were read by the clerk. A motion was made by Supervisor Miller and seconded by Supervisor Miller to approve the minutes. Motion carried (3 ayes).
PUBLIC COMMENTS
-Chairman Kamps reported that the town board had received some positive comments on road work.
CORRESPONDENCE
-None at this time.
FINANCIAL REPORT
-The financial report was given by Clerk/Treasurer Tarnow. Vouchers 9456 thru 9465 were paid for a total disbursement of $ 13,382.43. A motion was made by Supervisor Krentz and seconded by Supervisor Miller to approve the financial report as given and to pay the vouchers. Motion carried (3 ayes).

REPORTS
-The following building permits were issued:
Alan Parker-W10001 Olden Road-addition and deck
Mike Tiry-W12031 Rose Eld Road-addition to detached garage
Walter & Mary Jane Hobart-W10436 Triangle Road-addition to shed
-Attorney St. Peter’s office has prepared the Lis Pendens which must be filed with the Register of Deeds Office prior to the town board introducing the resolution to vacate public ways in the Town of Rosendale. The Board will introduce the resolution at the October 11, 2011 town board meeting. A public hearing followed by final board action will take place on December 13, 2011 at 6:45 p.m.
OLD BUSINESS
NEW BUSINESS
-Jim Ostrom (Rosendale Dairy), Tom Sonnleitner and Art Rathjen (UW- Oshkosh Foundation) made a presentation on an Anaerobic Digestion Project at Rosendale Dairy. The UW- Oshkosh Foundation is hoping to partner up with Rosendale Dairy to build a Biodigester. It would have state of the art dairy and manure handing technology and have a Visitors and Education Center.
-Linda Templen of the law firm of Whyte Hirscboeck Dudek S.C. was present as “bond counsel”. The UW Oshkosh Foundation is trying to acquire a Conduit Tax Exempt Bond that helps development occur with no cost to the municipality. The town would be the issuer which would lower the interest rate on the bond. The town would have no responsibility or liability and would sign all rights away to the bond. An Initial Resolution is not binding on the town or borrower. An Initial Resolution Regarding Midwestern Disaster Area Revenue Bond Financing for UW-Oshkosh Foundation Rosendale Biodigester, LLC Project was presented to the board. A motion was made by Supervisor Krentz and seconded by Supervisor Miller to adopt Resolution #3-2011 Midwestern Disaster Area Revenue Bond for UW-Oshkosh Foundation Rosendale Biodigerter, LLC Project. Motion carried (3 ayes).
-Two applications for Operator’s Licenses have been submitted for C & S Players. They are for Susan Kalupa and Theresa Resop. Fees have been paid and the required paperwork is on file in the clerk’s office. A motion was made by Supervisor Krentz and seconded by Supervisor Miller to grant the Operator’s Licenses to Susan Kalupa and Theresa Resop. Motion carried (3 ayes).
-Pickett Steam Engine has submitted three applications for Temporary Class “B” Retailers License. They are for the following events:
Pickett Steam Show-September 9 –11, 2011
Crashin For the Cause-September 17-18, 2011
Central Wisconsin Antique Tractor Pull-October 8-9, 2011.
The applications were granted by the clerk for the three events per Ordinance #2-2009.

Next meeting is scheduled for Tuesday, October 11th at 7:30 p.m. at the town hall.
A motion was made by Supervisor Miller and seconded by Supervisor Krentz to adjourn the meeting. Motion carried (3 ayes). The meeting was duly adjourned at 9:15 p.m.
