November 9, 2010 Budget Meeting
The 2011 Budget Meeting of the Rosendale Town Board was held on November 9, 2010 at the Rosendale Town Hall. The agenda for this meeting was posted at the Town Hall on the bulletin board and front door, at C & S Player’s LLC and on the website www.townofrosendalewi.com.
The meeting was called to order by Chairman Tracy Swayze at 7:00 p.m. Supervisors Jeffrey Miller and Ronald Goeden as well as Clerk/Treasurer Roxanne Tarnow were present. There were 26 electors, and 3 guests present. A motion was made by Supervisor Miller and seconded by Supervisor Goeden to approve the agenda. Motion carried.
Clerk Tarnow presented the 2011 Town Budget. Chairman Swayze asked for any discussion concerning the proposed 2011 budget. With no further questions, Chairman Swayze asked for a motion to accept the 2011 Town Budget. There was some discussion as to why some of the money totals were either higher or lower than last year’s budget. It was explained that some of the totals were estimates from vendors and at year-end these totals were adjusted depending on the bills. A motion was made by Bill Bartz and seconded by Matt Zimmerman to accept the proposed 2011 Town Budget as presented. Motion carried (16 ayes, 2 nays, 0 abstain, and 8 not voting).
A motion was made by Mike Nickoli and seconded by Mike Whitemarsh to adjourn the Budget Meeting. Motion carried (18 ayes, 0 nays, 0 abstain, and 8 not voting).
Chairman Swayze called to order the Special Town Meeting following the Budget Meeting to accept the 2011 highway expenditures. Highway expenditures for the township are estimated to be $155,166. A question was asked on where highway expenditures might be spent next year. Chairman Swayze said that wouldn’t be decided until after the winter. He did mention that they have looked at doing work on Hickory Road as well as several other town roads. A motion was made by William Peachy and seconded by Mike Nickoli to accept the proposed 2011 highway expenditures. Motion carried (15 ayes, 3 nays, 0 abstain, and 8 not voting).
The town board is asking for an increase in their compensation. Presently the chairperson makes $1,500.00 per year plus $40.00 per meeting. The supervisors make $750.00 per year plus $40.00 per meeting. Chairman Swayze wanted to see the compensation go to $3,000.00 for the chairperson and $1,500.00 for the supervisors. Questions came to the board on what their responsibilities are and what things they have done through the year. Fond du Lac County had done a survey on the salaries for municipal officials and that had been looked at and discussed. Rosendale is towards the bottom of the survey. Meeting attendance was also discussed. After all discussion, a motion was made by Mark Hoffman and seconded by Tim Lemond to set the compensation for the town chairperson at $2,250.00 per year and the supervisors at $1,125.00 per year. Motion not carried (6 ayes, 18 nays, 0 abstain, and 2 not voting).
A motion was made by Severin Swanson and seconded by William Peachy to adopt the 2011 Town of Rosendale levy of $206,185 to be paid in 2011. Motion carried (13 ayes, 1 nays, 0 abstain, and 12 not voting).
A motion was made by William Peachy and seconded by Elaine Swanson to adjourn the Special Town Meeting. Motion carried (18 ayes, 0 nays, 0 abstain, and 8 not voting).
The meeting duly adjourned at 8:00 p.m.
