May 12, 2009 Monthly Board Meeting

The regular meeting of the Rosendale Town Board was held on May 12, 2009 in the Rosendale Town Hall. The agenda for this meting was posted at the Town Hall on the bulletin board and the front door and at Player’s Bar & Grill and on the town website: www.townofrosendalewi.com.

The meeting was called to order by Supervisor Jeffrey Miller at 7:30 p.m. The Pledge of Allegiance was recited. Supervisor Ronald Goeden as well as Clerk/Treasurer Roxanne Tarnow were present. There were 6 electors, 1 property owner and 8 guests present. A motion was made by Supervisor Goeden and seconded by Supervisor Miller to approve the agenda. Motion carried (2 ayes). The minutes of the April 21, 2009 meeting were read by the clerk. A motion was made by Supervisor Goeden and seconded by Supervisor Miller to approve the minutes. Motion carried (2 ayes).

PUBLIC COMMENTS
-None at this time.

CORRESPONDENCE
-None at this time.

TREASURER’S REPORT
The financial report was given by Clerk/Treasurer Tarnow. Vouchers 8937 thru 8947 were paid for a total disbursement of $11,477.59. A motion was made by Supervisor Goeden and seconded by Supervisor Miller to approve the financial report as given and to pay the vouchers. Motion carried (2 ayes).

REPORTS
-None at this time.

OLD BUSINESS
-The conditional use permit for Rosendale Dairy for reconstructing the ready mix plant for phase two of construction was approved at a Public Hearing prior to tonight’s board meeting.
-Supervisor Miller opened road bids for the proposed road work. For the work on Center Road west of County Highway M there were three bids from Scott Construction, Fahrner Asphalt Sealers and Northeast Asphalt. Northeast Asphalt and Fahrner Asphalt Sealers bid using hot mix wedging with Scott Construction bidding using cold mix wedging. A motion was made by Supervisor Goeden and seconded by Supervisor Miller to grant Scott Construction the job at a total cost of $44,155.00. Motion carried (2 ayes). The road shouldering, grading and miscellaneous work also had three companies putting in bids. They were Kopplin & Kinas, R & R Wash Materials and Ripon Truck Repair & Equipment. On the bidding there were discrepancies with the tonnage amount of recycled asphalt needed for the jobs which affected the cost of some of the road work. Since Supervisor Miller was unsure of how Chairman Swayze laid the jobs out to the bidders he felt that it would be better to wait for Chairman Swayze to return and then look at the possibility of rebidding the jobs. R & R Wash and Ripon Truck Repair & Equipment both had representatives present and felt that rebidding the jobs on tonnage was a much fairer way of doing it. The shouldering, grading and miscellaneous road work will be tabled until the June meeting. Box Elder is in need of immediate repair so it was suggested that Ripon Truck Repair & Equipment do the job ASAP because they had the lowest bid of $720.00. A motion was made by Supervisor Goeden and seconded by Supervisor Miller to have Ripon Truck Repair & equipment do the maintenance work on Box Elder Road for $720.00. Motion carried (2 ayes).

NEW BUSINESS
-Mark Hoffman, W10633 Triangle Road is requesting a Fireworks Permit. He would like to sell fireworks and have a neighborhood display. He was given an application for a Fireworks Permit and asked to have Dave McCoy Rosendale Fire Chief inspect his operation. The board would like a letter from the fire chief stating that he has inspected the premises. The letter and Mark’s permit application will be put on the agenda for the June meeting.
-Pickett Steam Engine & Gas Club submitted four applications for Public Celebration/Event Permits for the following events:
-Independence Day Tractor Pull-July 3rd, 4th & 5th, 2009
-Steam & Gas Engine Show-September 11th, 12th & 13, 2009
-Demolition Derby for Tuberous Fibrosis-September 26th & 27th, 2009
-Antique Tractor Pull-October 9th, 10th & 11th, 2009
Supervisor Goeden made a motion to grant the permits with the following conditions:
-If there are any problems the Town Board reserves the right to revoke the other applications.
-An insurance certificate needs to be on file
-EMT’s and the Sherriff’s Department are on hand for each event.
The motion was seconded by Supervisor Miller. Motion carried (2 ayes).
-The town received eleven applications for the road maintenance position. Most applicants had other jobs but were working less hours because of the economy. The board felt that when the economy picked up that they may not have time for the road maintenance job. The Town Board decided to hire William Peachy, N8278 Moon Road, Eldorado who is a retired farmer and a town resident.

-C & S Player’s applications for Liquor License, Cigarette License and Operators License.
-Pickett Steam Engine & Gas Club application for Public Celebration/Event Permit for snowmobile racing October 30th & 31st, 2009.
-Ordinance for Temporary Retail Alcohol License.
-Fireworks permit for Mark Hoffman.
-Road Bids for shouldering, grading and misc. road work

Next meeting is set for Tuesday, June 9, 2009 at 7:30 p.m. at the town hall.

A motion was made by Supervisor Goeden and seconded by Supervisor Miller to adjourn the meeting. Motion carried (2 ayes). The meeting was duly adjourned at 8:25 p.m.
