May 11, 2010 Monthly Board Meeting

The regular meeting of the Rosendale Town Board was held on May 11, 2010 in the Rosendale Town Hall. The agenda for this meting was posted at the Town Hall on the bulletin board and at C & S Player’s LLC and on the town website: www.townofrosendalewi.com.

The meeting was called to order by Chairman Tracy Swayze at 7:30 p.m. The Pledge of Allegiance was recited. Supervisors Jeffrey Miller and Ronald Goeden as well as Clerk/Treasurer Roxanne Tarnow were present. There were 9 electors and 3 guests present. A motion was made by Supervisor Miller and seconded by Supervisor Goeden to approve the agenda. Motion carried (3 ayes). The minutes of the April 13, 2010 meeting were read by the clerk. A motion was made by Supervisor Miller and seconded by Supervisor Goeden to approve the minutes. Motion carried (3 ayes).

PUBLIC COMMENTS
-None at this time.

CORRESPONDENCE
-Chairman Swayze received a letter from Attorney Sorenson regarding the hiring of a new town attorney. Chairman Swayze to get a copy for the town hall records.
-Tom Janke Fond du Lac County Highway Commissioner contacted Chairman Swayze about the bridge on Olden Road. We have a 3-5 year timeframe for the repair work needed on the bridge. There are state and federal funds available for 80% of the engineering, construction and possibly for the consulting. The cost will be somewhere in the range of $250,000.00-$300,000.00. The town’s portion will be around $60,000.00. Chairman Swayze and Supervisor Miller will make an appointment with the Highway Commissioner to discuss this further. It will be put on the agenda for June.

TREASURER’S REPORT
-The financial report was given by Clerk/Treasurer Tarnow. Vouchers 9142 thru 9157 were paid for a total disbursement of $ 15,674.95. A motion was made by Supervisor Miller and seconded by Supervisor Goeden to approve the financial report as given and to pay the vouchers. Motion carried (3 ayes).

REPORTS
-Duane Springborn acting Chairman for the Board of Appeals reported that a variance was granted to Curt & Gwen DeHaan, N8989 Oak Road to build a detached garage within the setback requirements of the Town of Rosendale Zoning Ordinance.
-The following building permits were issued:

Opal Griffiths-N8429 Griffiths Road-Storage Shed
-The following razing permits were issued:
Opal Griffiths-N8429 Griffiths Road-Granary
Rosendale Dairy-N9494 County M-Abandoned House

OLD BUSINESS
-None at this time.

NEW BUSINESS
- Open Book for the assessment roll has been scheduled for Tuesday, May 18, 2010 from 4:00 p.m. - 6:00 p.m. Board of Review is scheduled immediately following the Open Book from 6:00 p.m. – 8:00 p.m.
-Mark Hoffman, W10633 Triangle Road is requesting a Fireworks Permit for Eyecandy Fireworks from May 15-July 10, 2010. Fire Chief Dave McCoy has inspected the premises and all is in order except that a new fire extinguisher was needed. A new extinguisher has been purchased and Fire Chief McCoy will be notified of this so that he can inspect again if needed. A motion was made by Supervisor Miller and second by Supervisor Goeden to grant the Fireworks Permit to Eyecandy Fireworks from May 15-July 10, 2010. Motion carried (3ayes).
-Pickett Steam Engine & Gas Clubs two Public Celebration/Event Permits will be tabled until the June meeting. There has been junk accumulating and Chairman Swayze has talked to the Pickett Steam Engine & Gas Club president plus Larry Behring about getting it cleaned up. Chairman Swayze stated that since the board has been requiring other residents that are in violation of the Fond du Lac County Junk Ordinance to clean up their property that the board had to table the permits until after the property was cleaned up.
-The following road bids were submitted;
J & S Sealcoating- crack filling and sealcoat town hall parking lot
2 year product life expectancy: $2,000.00
5 year product life expectancy: $2,500.00
Fahrner Asphalt Sealers- crack filling and sealcoat town hall parking lot $2,450.00
Ripon Truck Repair-Oak Road and Olden Road culverts $26,310.00
Mike Rabe Trucking-Oak Road and Olden Road culverts $23,400.00
R & R Wash-Oak Road & Olden Road culverts $34,770.00
Kopplin & Kinas-Oak Road and Olden Road culverts $19,960.00
Scott Construction-Hickory Road, Sam Crest Lane and Triangle Road $54,532.00
Fahrner Asphalt Sealers-Triangle Road $22,052.80
After discussing and comparing all the bids that were submitted a motion was made by Supervisor Miller and second by Supervisor Goeden to accept the following bids:
Fahrner Asphalt Sealers-crack filling and sealcoat town hall parking lot $2,450.00
Kopplin & Kinas-Oak Road and Olden Road culverts $19,960.00
Scott Construction-Hickory Road, Sam Crest Lane and Triangle Road $54,532.00. Motion carried (3 ayes).

-Discussion/Possible Action on bridge, Olden Road

Next meeting is scheduled for Tuesday, June 8, 2010 at 7:30 p.m. at the town hall.

A motion was made by Supervisor Miller and seconded by Supervisor Goeden to adjourn the meeting. Motion carried (3 ayes). The meeting was duly adjourned at 8:50 p.m.
