January 12, 2010 Monthly Board Meeting
The regular meeting of the Rosendale Town Board was held on January 12, 2010 in the Rosendale Town Hall. The agenda for this meting was posted at the Town Hall on the bulletin board and the front door and at C & S Player’s LLC and on the town website: www.townofrosendalewi.com.
The meeting was called to order by Chairman Tracy Swayze at 7:30 p.m. The Pledge of Allegiance was recited. Supervisor Ronald Goeden as well as Clerk/Treasurer Roxanne Tarnow were present. There were 8 electors and 2 guests present. A motion was made by Supervisor Goeden and seconded by Chairman Swayze to approve the agenda. Motion carried (2 ayes). The minutes of the December 8, 2009 meeting were read by the clerk. A motion was made by Supervisor Goeden and seconded by Chairman Swayze to approve the minutes. Motion carried (2 ayes).
PUBLIC COMMENTS
-Gary Sharpe who is running for Circuit Court Judge introduced himself and spoke of his qualifications.
CORRESPONDENCE
-The Comprehensive Land Use Plan for the Town of Springvale is on file in the clerk’s office.
-There is a new redesign of the Farmland Preservation Program. As of January 1, 2010 a conversion fee needs to be charged to rezoning of land in the Farmland Preservation Program. The Town of Rosendale’s 2010 Grade 1 Agricultural Land Assessment Value is $222.00 per acre. We need to multiply that number by 3 which makes the conversion fee $666.00 per acre.
TREASURER’S REPORT
-The financial report was given by Clerk/Treasurer Tarnow. Vouchers 9073 thru 9082 were paid for a total disbursement of $493,300.90. A motion was made by Supervisor Goeden and seconded by
Chairman Swayze to approve the financial report as given and to pay the vouchers. Motion carried (2 ayes).

REPORTS
-None at this time.
OLD BUSINESS
-Discussion/Possible action on new mower will be tabled until February meeting.
-A second letter will be sent out to those residents who are still in violation of the Fond du lac County Junk Ordinance. They will be sent to Larry Batterman and DuWayne Kimpton. Darlene Mickus will be tabled until the February meeting so the property can be checked. They will be given another 30 days in which to comply and if they do not they will be turned over to Fond du Lac County Code Enforcement. Copies of both letters along with a letter from the town asking the Code Enforcement Office to step in needs to be forwarded to the county before action can be taken. Letters will be mailed January 13, 2010.
NEW BUSINESS
-The Town of Eldorado has approached the township in regards to trading some plowing. The Town of Eldorado plows all of Seiler road except for about ¼ mile and most of Rose Eld Road with the Town of Rosendale plowing small sections on both of these roads. We plow most of Moon Road with the Town of Eldorado plowing a small section. If we could trade some of these smaller sections it would mean less traveling for the snowplows. Chairman Swayze has talked with Ripon Truck and they don’t have a problem with this idea. Chairman Swayze will get with Gary Miller, Town of Eldorado Chairman and Ripon Truck to measure the distances and to see which areas would benefit both municipalities. A decision on this matter will be tabled until the February meeting.
-The Department of Revenue is proposing to the state that municipal assessment should be changed to county assessment for real and personal property assessment. The Wisconsin Towns Association is recommending that this does not happen and are suggesting that towns adopt a resolution opposing this. They then want us to forward copies of the resolution to them as well as the DOR and our state representatives. A motion was made by Supervisor Goeden and seconded by Chairman Swayze to adopt resolution #1-2010 to Oppose DOR County Assessment. Motion carried (2 ayes). Copies will be mailed to the necessary people.

Next meeting is set for Tuesday, February 9, 2010 at 7:30 p.m. at the town hall.
A motion was made by Supervisor Goeden and seconded by Chairman Swayze to adjourn the meeting. Motion carried (2 ayes). The meeting was duly adjourned at 8:15 p.m.
