January 10, 2012 Monthly Board Meeting
The regular meeting of the Rosendale Town Board was held on January 10, 2012 in the Rosendale Town Hall. The agenda for this meeting was posted at the Town Hall on the bulletin board, C & S Player’s, J.G. Cabinetry Shop and on the town website: www.townofrosendalewi.com.
The meeting was called to order by Chairman Kamps at 7:30 p.m. The Pledge of Allegiance was recited. Supervisors Jeffrey Miller and Karen Krentz as well as Clerk/Treasurer Roxanne Tarnow were present. There were 9 electors, 0 landowners and 0 guests present (see attached list.) A motion was made by Supervisor Krentz and seconded by Supervisor Milller to approve the agenda. Motion carried (3 ayes). The minutes of the December 13, 2011 meeting were read by the clerk. A motion was made by Supervisor Krentz and seconded by Supervisor Miller to approve the minutes. Motion carried (3 ayes).
PUBLIC COMMENTS
-None at this time.
CORRESPONDENCE
-None at this time.
FINANCIAL REPORT
-The financial report was given by Clerk/Treasurer Tarnow. Vouchers 9558 thru 9567 were paid for a total disbursement of $ 16,467.99. A motion was made by Supervisor Miller and seconded by Supervisor Krentz to approve the financial report as given and to pay the vouchers. Motion carried (3 ayes).

Clerk Tarnow reported that the January Tax Settlement figures had not come in from the county. These taxes need to be paid by January 15, 2012. Clerk Tarnow is estimating that the January Tax Settlement figures should be about $580,000.00. She is requesting permission to pay the January Tax Settlements when they arrive without holding a special meeting to pay them. A motion was made by Supervisor Miller and seconded by Supervisor Krentz to pay the January Tax Settlements when the figures arrive. Motion carried (3 ayes).
REPORTS
-None at this time.
OLD BUSINESS
-Supervisor Krentz asked that discussion on the Conceal Carry Law be dropped. No action taken.
-There wasn’t anyone present with regards to the Fashun fire call bill. Clerk Tarnow had checked with the attorney about the town’s Fire Protection Ordinance. The procedure that we are using is being followed properly and there are no legal problems with the town’s current approach to billing residents for calls to their property regardless of whether or not the fire department finds violations. No further action was taken because there was no one present. Tim and Mark Fashun arrived towards the end of the meeting and voiced their opinion about the $120.00 fire call bill. They feel that because it was called in by someone passing by with a cell phone and that it was a fire in a burn barrel that they were watching that they shouldn’t have to pay the bill. They also don’t feel that it is fair that property taxes pay for fire service and then they have to pay for fire calls. The town attorney did say that the town has the authority to create an appeal process in the ordinance to allow residents to challenge their bills. At this time the board is taking no action. If the board feels there needs to be changes made to the town’s Fire Protection Ordinance it will be addressed at a later date.
-Elaine Swanson gave the board copies of information that she had gotten in regards to center pivot irrigation sprayers for manure. The board will take a look at the information. No action taken.
-Martenson & Eisle finished the Farmland Preservation Map and Future Land Use Map. Clerk Tarnow to take copies to Fond du Lac County Parks & Planning. By having the Farmland Preservation Map completed we meet the counties January 20, 2012 deadline. We will need to work on getting the town zoning updated to reflect these changes.
NEW BUSINESS
-C & S Player’s submitted an Operator’s License Application for Cori Baier. The necessary paperwork is on file in the clerk’s office and the fee has been paid. A motion was made by Supervisor Krentz and seconded by Supervisor Miller to grant the Operator’s License to Cori Baier. Motion carried (3 ayes).
-The U. S. Census Bureau conducts a Boundary & Annexation Survey annually to collect information. They are now offering a consolidation agreement between Fond du Lac County and each municipality that falls inside the county. This would mean that Fond du Lac County would be responsible for this survey information and not the municipality. The county needs to know if we agree or disagree to the county providing this information. A motion was made by Supervisor Krentz and seconded by Supervisor Miller to let Fond du Lac County report this information to the U. S. Census Bureau. Motion carried (3 ayes).
-A motion was made by Supervisor Miller and seconded by Supervisor Krentz to use the visual method for checking road signs. Motion carried (3 ayes).
-Prior to tonight’s meeting a Public Hearing was held in which the R-1 Rural Residential District’s acreage changed from 2 acres to 4.99 acres to 1 acre to 4.99 acres. The Zoning Ordinance Amendment was signed and adopted.

A motion was made by Supervisor Krentz and seconded by Supervisor Miller to adjourn the meeting. Motion carried (3 ayes). The meeting was duly adjourned at8:25 p.m.
