Rosendale Town Board Annual Meeting April 21, 2009
The Annual Meeting of the Rosendale Town Board was held on April 21, 2009 in the Rosendale Town Hall. The agenda for this meeting was posted at the Town Hall on the bulletin board and front door, at Player’s Bar & Grill and on the website www.townofrosendalewi.com.
The meeting was called to order by Chairman Tracy Swayze at 7:15 p.m. Supervisors Jeffrey Miller and Ronald Goeden as well as Clerk/Treasurer Roxanne Tarnow were present. There were 11 electors, 2 property owners and 2 guests present. A motion was made by Matthew Zimmerman and seconded by William Bartz to approve the agenda. Motion carried (ayes-5, nays-0, abstain-0, not voting- 6). The minutes of the 2008 Annual Meeting were read by the clerk. A motion was made by Matthew Zimmerman and seconded by William Bartz to approve the minutes. Motion carried (ayes-8, nays-0, abstain-0, not voting-0).
Clerk Tarnow presented the 2008 Financial Statement. For 2008 the total revenues were $979,363.55 of which $630,819.79 were tax payments and expenditures were $386,315.87. With no further questions, Chairman Swayze asked for a motion to accept the 2008 Financial Statement. A motion was made by Matthew Zimmerman and seconded by William Bartz to accept the 2008 Financial Statement as presented. Motion carried (ayes-8, nays-0, abstain-0, not voting-3).
Chairman Swayze asked for a motion from the town’s people to spend greater that $10,000.00 on highway expenditures. A motion was made by William Bartz and seconded by Ronald Keplin to allow the town to spend greater than $10,000.00 on highway expenditures. Motion carried (ayes-9, nays-0, abstain-0, not voting-2).
Clerk Tarnow presented a proposed levy for 2009. Our levy for 2008 was 171,871.00. The Town of Rosendale’s 2008 total assessment was 52,807,100 which gave us a mill rate of 3.254695 or $325.00 per 100,000 of assessment. The town board would like to increase the levy limit by 6%. The governor has set the maximum levy limit at 3% in the proposed budget that we can have without elector approval. There is a current law for towns under 2000 in population that can raise the levy limit with elector approval at an Annul Meeting or a Special Meeting that has been properly noticed. The board would like to have a 6% increase regardless of what the state budget ends up being. If this were granted the 2009 levy would be 182,183.26 which is a 6% increase for an additional $10,312.26. With the Rosendale Dairy the 2009 proposed total assessment will be somewhere in the area of 57,807,100 – 58,807,100. For calculating the mill rate the lower number was used which will make the proposed mill rate 3.151572 or $315.00 per 100,000 of assessment. A motion was made by William Bartz to increase the levy 6% regardless of what the state’s final budget is and seconded by Matthew Zimmerman. Motion carried (ayes-8, nays-0, abstain-0, not voting-3).
Public comments: none
As the town continues to grow we may need to look at a storage facility for our equipment. Chairman Swayze looked into the rough cost of a basic 30’ x 40’ steel building with doors and some windows. That cost was $18,000.00. Presently we are storing the town equipment at William Bartz’s for a yearly cost of $900.00 which is no longer an option because he needs the storage for the coming year. Supervisor Goeden has a storage building that we can utilize for a similar yearly fee. Due to the small fee that we are paying for storage the board and the electors present thought that this might be something we could look closer at in a few years.
The 2010 Annual Meeting is set for Tuesday, April 13, 2009 at 7:00 p.m.
A motion was made by Mike Nickoli and seconded by Severin Swanson Bartz to adjourn the meeting. Motion carried (ayes-11, nays-0, abstain-0, not voting-0).
